No TIN/EIN or SSN for1099-MISC form

I am filing a foreign payment in 1099-MISC payer's field and don't have their TIN or EIN or SSN to fill. Foreigners don't have TIN/EIN/SSN. Run Smart Check, reports this as an error. How do I proceed as I can't have a value for this field?

If you received a 1099-MISC, the payers ID is located right underneath the Payer's name and address.

Thanks @DawnC. I did not receive any 1099-MISC. But I had to report  in Turbotax an amount I received as rent from the tenant in a foreign country. I have recorded that in 1099-Misc Box1-Rents. Should I not record in this form? Will Turbotax has any provision to record this value elsewhere?

You can't use the 1099 (because it requires a TIN), but you can report the income.    You can report your foreign rental income on Schedule E.    How to report rental income in TurboTax (choose foreign country for location, so the income gets reported correctly - you don't need a 1099).     After you set up the property, choose other cash income to report the foreign rental income.
