My daughter worked a few hours at employers location and received 1099-Misc as a non-employee. She does not operate a business. Can she avoid filing Sch C?

No. She will need to use Schedule C for any 1099 Misc income.

If your 1099-MISC has an amount in Box 7 (Non-employee compensation), the payer did not consider you an employee. Instead, they are treating you as a self-employed worker, also called an independent contractor.
