When a tax return is "pending" on the Where's My Refund tracker, this means that the IRS has accepted it from the transmitter of the return. It sounds like that is TurboTax in your case.
Once the return is accepted for processing, TurboTax (or any transmitter) no longer has any control over the return or how long it takes to process. IT is all in the hands of the IRS or the state.
If your return was accepted on Feb 14, you are still within the "typical" 21-day processing window, so even the IRS won't be able to answer any questions about the return.
You can check with the IRS after 21-days at 1-800-829-1040 for an update, if desired.
Also, keep an eye on your regular mail as sometimes the IRS needs additional information to process your return and issue your refund. When they do, they will notify you by mail and you'll want to reply quickly to avoid further delays.
