No Form 8962 Created for 1095-A

I had a health plan through Covered California (state marketplace) during the last 3 months of 2024. I received a 1095-A from them, and for Column C (Advance premium tax credit) I received $0 for all months due to my higher income. When I enter all my information into Turbo Tax, a form 8962 is not created. I looked online and I found conflicting information on whether Form 8962 needs to be included or not. Some say that regardless of whether any APT was received as long as you received a 1095-A you need to file form 8962, and others say that Form 8962 is only included if APT was received. I did notice that when I change column C to have a non zero amount, then the form 8962 populates on TurboTax, however that would be inaccurate if filed with that. Is this a Turbotax software glitch, or is there supposed to be no Form 8962 for my tax situation?

No Form 8962 Created for 1095-A

The instructions for form 8962 state:

 

You must file Form 8962 with your income tax return (Form 1040, 1040-SR, or 1040-NR) if any of the following apply to you.

You don't appear to fall into any of these three categories.

 

In addition, the same instructions state:

If APTC was paid on your behalf, or if APTC was not paid on your behalf but you wish to take the PTC, you must file Form 8962 and attach it to your tax return (Form 1040, 1040-SR, or 1040-NR).

Again, neither option applies to you.

 

So I am not surprised that you did not receive an 8962.
