New New Mexico Resident whose freelance work is conducted for all out-of-state clients

Hi, 

 

I'm a freelance writer and a new New Mexico resident. My clients are all located out of state (Pennsylvania, Indiana, Washington, and Delaware).  One is a non-profits (DE) but the rest are marketing firms (PA and WA) and a trade magazine (IA).

 

I just found out I had to register my business and charge New Mexico Gross Receipts Tax (GRT) on my writing services.

 

  1. First, do I charge all my out-of-state clients a GRT?
  2. Second, do my clients' locations qualify me for a New Mexico Non-Taxable Transaction Certificate (NTTC)?
