A 2021 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.

No tax returns can be filed electronically right now. The IRS has completely shut down e-filing to prepare for 2023 tax returns. They will reopen e-filing sometime in January. They have not yet announced a date. But even when the IRS reopens e-filing, you will not be able to e-file a past-year tax return with TurboTax.
