1) use the IP PIN recovery site:

2) Wait for the phone service to return.
3) Print and mail file. (The IRS is currently only storing incoming mail until the IRS reopens).

Any IP PIN is only issued by the IRS if you have reported an Identity Theft to the IRS in a prior year. The IRS sends the IP PIN number to you by mail each December or January for the current tax year.
