You do not need to enter anything in the Locality name if you have not had local tax withheld.  You can delete anything in Boxes, 18 - 20.

If there are wages in the locality field of your W-2, then I would check with your employer to determine what locality those taxes were submitted to.

@driley3049 This is an old thread.   Are you asking about a W-2G for gambling or are you asking about a W-2 that you received from an employer?  They are not entered in the same place.   And ....if boxes 18-20 are blank on your document, you leave it blank when you enter the information into the software.
