Your state should be sending you a letter in the mail within a few weeks after the tax refund was issued explaining what they changed on your state tax return to arrive at the state tax refund you received.
Or you can contact your state department of revenue and see if you can get information now about the state tax refund. See this TurboTax support FAQ for state department of revenue contacts - https://ttlc.intuit.com/community/state-taxes/help/how-do-i-contact-my-state-department-of-revenue/0...

Thanks for the advice. I was able to call the state, then the county, and eventually found out I owed personal property tax for my vehicles this year. I never received the letter and had forgotten about it. Not only did they offset my return, they also charged some fees AND I still had a balance which I just had to log on the county website to pay off the remainder. :( Not the outcome I was expecting at all...!
