My state refund keeps saying incomplete and I went back multiple times and redone it and it still says incomplete

A status of Incomplete means the return has not been filed- you may have finished all the steps on your State, just make sure to go to the File step of your return to either e-file it, or print and mail the return.

I didn't have to do that last year and that's why I thought I paid you all and got the deluxe package so I wouldn't have to do all of this

Once you login, and choose to go to your return, you should see a File option in the upper right of the screen. Go to the File section and go through it until you've clicked the "Transmit my returns now" or "Transmit Returns Now" button. You must click that button to electronically submit your return- until you do so it won't be sent.

It doesn't have anything like that the only thing in the top right corner is the help sign

After logging in, select 'Take my to my return', or 'pick up where you left off.' Once you reach your return, you should see some "tabs" on your return, including Personal Info, Federal Taxes, State Taxes, Review, and File. Go to the File option to finish filing your return.
