My son has no income & is claimed as a dependent on my 2019 taxes, can he still file a tax rtn? We want 2 make sure his COVID19 check comes to our home & not his moms

While he was a minor, his mom (even years) and I (odd years) rotated claiming him on our taxes, we are divorced.  In 2018, she claimed him, as he was 17, in 2019, I am claiming him, and he is living with me full time now, since 2019.  He is 19, mother moved out of state, he goes to college in my state and lives with me full time.  We no longer rotate claiming him.  As it stands now, the $500 child check would go to her, for him, because she claimed him in 2018.  I have not submitted my 2019 Fed taxes yet, because I owe money and they wont be ready in time.  Would him filing a tax return, get the IRS to send his $500 check to our house, instead of going to his mothers?  If not, is there any way for him to have his check sent here to us, outside of me filing my 2019 tax return?

Unfortunately, the extra $500 is for dependents under the age of 17.  So if he was 17 in 2019, no one would be able to get the extra $500.
