My son has been asked for his tax return for 2017, by a college, He had a W-2 foe $2199 earnings so he didn't even file, is this nessesary? ?

With that amount of W-2 income, your son is not required to file a tax return, but if tax was withheld from his pay, he could file to seek a refund.  If he does file a return he needs to say that he can be claimed as a dependent on someone else's tax return.

Since it is expensive to purchase software for 2017, he could prepare a Form 1040EZ on paper and mail it in.
