MY SCHOOL DISTRICT IS NOT LISTED IN THE DROP DOWN MENU AND IT WILL NOT ALLOW ME TO MANUALLY ENTER IT AND WILL NOT ALLOW ME TO PROCEED WITHOUT IT. NOW WHAT CAN I DO ?

What state? Some school districts do not have a special school district tax. Is your school district one of those? That might explain why it is not in the list.
