My parents live with me full time and their income is social security of $29,145.60 combined and interest income of $3128.39. Do they qualify as dependents?

I'm unclear of how the $4,700 max income rule works to decide if they do not qualify as dependents.  Does this figure exclude their benefits?  Is it individually for each parent?

The 4700 does not include SS.   Not dependents because of the support test unless you pay more than 60K to support them.
