Your post shows you are using the TurboTax Deluxe online edition - $40.  Not the Free edition.

If you included a state tax return that is an additional charge - $40

If you chose the optional pay with refund instead of paying the TurboTax account fees with a credit/debit card, the service charge for that option is $39.99

No it was not. I signed up for the $40 return and the website was having susten errors when I was trying to file. I spoke to a representative on the chat icon.

To contact TurboTax customer service/support use their contact website during business hours. If the problem concerns any type of refund for fees, use the key words billing issues and do Not use the word Refund or you will get a phone number for tax refunds.
