If you are going to be filing jointly, you do not need to switch just because the taxpayer was unemployed in 2019. The IRS does not require that the taxpayer have income.
Changing the taxpayer would not allow you to have access on your return to prior year information. If you have any amounts to be carried over from 2018, they would not automatically be transferred to your 2019 return.
IRS prefers that couples filing jointly do not switch who is the taxpayer from one year to the next without a valid reason.
