You mean you have not had income taxes withheld from your paychecks? That could be correct if you are lower income or you have a lot of children. However, if you owe taxes on your tax return because you did not have taxes withheld, that's your responsibility and you may be assessed an underpayment penalty. You can file a new W-4 with your employer any time you want. The W-4 form has detailed worksheets for most family situations to calculate what you should claim, or you can use the IRS withholding estimator. https://www.irs.gov/individuals/tax-withholding-estimator
Or are you referring to a 1099-R retirement benefit (employer was....) from PWC? Do you believe you owe taxes now for 2019 and/or 2020?
