If you did not receive the stimulus for a dependent child under age 17, you can claim it on your 2020 tax return as the Recovery Rebate Credit.
In TurboTax Online, to claim the Recovery Rebate credit please do the following:
I have attempted that but they are using my 2020 Tax Return AGI (roughly 88,000 USD) to determine my stimulus dollar amount. How can i tell the tool to use my 2019 tax return instead?
Please get back to me at your earliest convenience. I don't see this being fair and I prefer not having to use a different tool to submit my taxes!

The stimulus payment is an advance tax credit based on the 2020 federal tax return.
The Recovery Rebate Credit worksheet from the IRS for the stimulus tax credit uses the 2020 AGI
Go to the IRS Form 1040 page 59 for the worksheet - https://www.irs.gov/pub/irs-pdf/i1040gi.pdf#page=59
Line 11 on the worksheet specifically indicates using the AGI from the Form 1040 Line 11
The missing payment should go off the tax return of 2019, not 2020. That is totally unfair. I miss out on relief funds because i earned more in 2020 than in 2019 although all relief calculators go off 2019 AGI???
