My 1099G from unemployment does not have a state identification number on it what do I do

Make sure you are entering your 1099-G in the correct section of TurboTax.  If you are in the unemployment section, TurboTax will not require an entry in the federal ID box; you can leave that field blank.   Selecting the state from the drop-down menu is enough information for a 1099-G for unemployment.

If you are entering it in the state tax refund or general 1099-G sections, you should delete that entry and, use the instructions in the link at the bottom, to re-enter your unemployment 1099-G.
