My 1099-MISC is counting this income as a “small business income.” My additional income is due to a one time state tax rebate. How can I fix this?

The 1099MISC was sent due to my state having a tax surplus and the governor sent out a set amount as a one time tax refund. I can’t figure out how to enter this information into turbo tax and it not add an additional “small business income” file for my taxes.
