Municipal Job and Retirement

I took at job in Municipal Government which does not take out social security.  Since they don't take SS I was required to contribute to a deferred compensation plan.  When entering my W2 it asks if I requested that my employer deduct retirement contributions.  I did not have an option but since it is required I assume I have to say "yes" I requested the contributions.  Correct?
