I'm doing my 98 yr old mother's taxes. Can I just sign it with her DL information or do I need to sign it as preparer? (I think that I know the answer but want to be sure,)

You are not a paid preparer.   You do not sign a do-it-yourself return as a preparer when you use TurboTax.    These returns are "self-prepared"----even if you prepared it for your mom.
