More on Form8429

Completed and paid and return submitted. What is reason for Form 8453 requirement to send Form 8949?  My return when I downloaded and printed shows the compete return with Form 8949 included.  Did TurboTax send a summary?  Why would the complete return not be sent?

If complete return was submitted, I see no reason for duplication.
