I was unemployed and covered by MediCal Health Insurance for several months and did not have to pay health insurance premium for several months. Is there any tax impact or reporting requirement?

If asked by the program say you had medical coverage all year. Unless you had coverage through the marketplace —coveredca— in California there is nothing else to report.
