For form 8822 on turbotax it says to not attach the form to your return. However, on turbo tax when I click federal forms, this form shows up. I was going to print this form out, fill it, and mail it separately.
1. Can I assume that this form won't be sent when I e-file my return?
2. In 2021, I lived in 2 locations. I lived in location 1 for most of the year and then location 2. I moved in late 2022 to a location 3. I think I'd set my address to location 1 for where I'd want tax forms to be mailed, so I got some tax forms to location 1 and some forms like W-2 / other tax forms to location 3 this year(2023). When filling out the change of address this year should my old address be location 1 and my new address location 3? When does this form need to be mailed by?

You should use the address on last year's tax return as location #1, then your current address. Please see the information next about whether you need this form at all.
If you aren't required to file a return, there may not be any reason for you to use Form 8822. But, if you usually file tax returns and you're planning to file your next one soon, you can simply enter your new mailing address directly on the tax return form instead of using Form 8822. You also have the option of writing a letter to the IRS that includes the same information that Form 8822 requires.
