I started to file, but realized I have lost/misplaced the envelope with all my tax data in it. I can download/recreate some of it (Social Security, IRA RMD, bank interest, some income from a rental), but there are several small amounts from inherited foreign stock that I can't find. How can I file with missing data, or can I file at all?

A good place to start would be by creating an IRS.gov online account. This gives you access to your tax records that have been reported to them. You can find wage & income transcripts, things like W-2s, 1099-Rs, 1099-INT forms, etc. The small amounts from inherited foreign stock may be another issue. Depending on if they reported to the IRS or not, you may have to reach out to the individual brokers handling those accounts to request duplicate copies.
It's not advisable to file an inaccurate return. There are often penalties involved. If you file without some of the data, you will more likely than not receive notices from the IRS regarding missing information.
