Hello question please on my tax return line 5a says 22,653 but line 5b says 37,020 I don’t understand

It sounds like you're looking at your 1040. Is that correct?
Box 5a is total pension withdrawals, and 5b is the taxable amount.
In this case you are correct; 5a should not be larger than 5b.
I suggest you go back to your source documents and double check the posting of all of your 1099-R's.

Did you go back to the source document and confirm how it was posted. I'm guessing you got a 1099-R.
