Line 26 from Form 8962 is positive. Does this mean I owe that money or that it will be returned to me?

That amount will be shown in the payments section of your Form 1040 on Line 69. (See the screenshot below)

So it is showing up as though it is an "additional payment" made - reducing your taxes due or increasing your refund.
