LIFETIME LEARNING CREDIT LIMITATIONS

I'm filing for my daughter.  She is 24 years old and attending Medical School (first year).  I added her 1098-t and her income was under $13k for the year, including $10k for earned income and $3k for investment (unearned).   Yet she is "ineligible" for the LLC.  Turbo Tax says it may be because she has no taxable income in her return.  But minimum income doesn't seem to be a disqualifier, according to the IRS.  I've deleted her education info and re-entered twice.  She should be eligible for this but I cannot get it to correctly reflect this,

LIFETIME LEARNING CREDIT LIMITATIONS

The Lifetime Learning credit is not a refundable credit.  It reduces tax liability.  If your daughter has no tax owed then the LLC does not do anything for her.
