There could be a number of reasons.
When the new tax laws went into effect, many employers withheld less from your paycheck, so you received a little bit more each pay period instead of getting a lump sum refund
You may also not be eligible for certain credits you were eligible for last year. For instance, if you had the child tax credit and your child is now 17, you would not get the child tax credit this year.
Making more money can also boost your tax bracket causing you to pay more.
The best way to see is to look at your Adjusted Gross income, Tax liability, taxes withheld, and tax credits and deductions from last year and compare them to this year. The forms have changed so you will need to compare the lines based on wording instead of line numbers. But, this will tell you why you are getting less back.
When you compare your numbers to last year, if something does not make sense you can revisit that section in TurboTax and make corrections.
