I finally got my W2 and my federal income tax withheld is only $0.09!! I made just over $4000 last year and was told that’s why it’s so low. Is that correct?

Yes, that is correct as if you do not make very much during the year, the taxes withheld from the paychecks should be very small or nothing (other than Social Security and Medicare taxes).
This way you have more money throughout the year.
If you want more taxes taken out, you can always file a new W-4 with the employer and request that they take more out, however your paycheck would be smaller.
