You need to submit a 1040NR (NonResident) tax return for 2018 and 2019 if you had any US earned income during the time you were in the US. You also must file Form 8843 for both years.

If you did not have any US earned income during the time you were in the US, then you only need to file Form 8843 for both years.

TurboTax does not support nonresident tax returns. However, we partner with  Sprintax which offers assistance with nonresident returns and Form 8843.
