I was paid on 1/17 for work done in 2016. I claimed this on my 16 return. I now have a 2017 1099 for this income. Do I need to addend my 16 return and claim this for 17?

It is income for the year you actually got the money which is 2017.  IRS will match up the document to the 2017 return so report it on the 2017 return.

Then you can Amend the 2016 and get a refund.

It is income for the year you actually got the money which is 2017.  IRS will match up the document to the 2017 return so report it on the 2017 return.
