If the LLC is taxed as a partnership, then you do not have to file form 1065, if the LLC does not have any income or expenses in 2016.
If the LLC has elected to be taxed as a corporation by filing form 8832, then you need to file form 1120 (or 1120S) even if the LLC has no income or expense in 2016.
