Is there another way to E-file without the verification step? I have missing info on my 2017 return that I need to proceed.

The adjusted gross income (AGI) (or box 21) on my 2017 return is just blank. For some reason, there isn't another option other than a PIN I created last year (God knows what that is) or to file by mail (which NY doesn't allow.)

You can modify the $$ on AGI to reflect the correct amount (as per your previous years return)
