Is there a way to upload my Etrade ESPP 2016 stock statement from Etrade online to the Turbo Tax Premier

You cannot import your employee stock purchase plan (ESPP) at this time.  You would instead report the information from Form 3922 from when you sold stock.  If you haven't sold stock you would hold on to these forms because you'll need them for the taxes in the year you do sell shares. 

You can import ETrade's 1099-B which gives the summary of proceeds of all stack transactions.
