For example, to file for a deceased single parent and claim their refund of about $5k, is including form 1310 (box C, no appointment) an appropriate method for a sole surviving adult child?

There is no limit on the amount of refund you can claim via Form 1310 as long as the tax return is filed corrected.

Yes Box C is the correct option in Part I . Additionally, you will also need to fill in Part II.
