Is making digital design files to sell considered "selling handmade goods," or would that be its own form of income?

I make physical products as well, so I'm wondering if it's ok to group the income from that with the income I make from selling my digital design files.

No, digital design files are not the same as making and selling homemade goods. Homemade goods would be things such as food, quilts, woodcrafts, etc.
