Is it possible to file a state tax return without having TurboTax do it for you and charge you for it?

You are posting from Deluxe, so not, you cannot prepare your state return for free using TurboTax. If you used Deluxe for your federal there is a charge to prepare a state return. You could go to the state's website and get the forms and prepare the state yourself. Have a paper copy of your Federal return handy.
