Is a step parent a legal parent?

I'm filling in information on my children. It's asking who the legal parents of the child is. Is the step parent a legal parent or just the biological parent?

For the IRS federal income taxes, a step-parent has the same right to claim a dependent as a biological parent, even if the stepparent did not formally adopt the child.

However, we don't know what you are filling out, so if it is not taxes,  you would need to check with the laws or regulations that apply in your state to whatever program you are documenting.
