Is a public charter school considered a state or local government?

I know for an ISD (Independent School District) the answer is yes. What about for a Charter School?

The question is related to whether deferred compensation plan counts towards credit for retirement savings.

Likely, yes, but it depends on the state. NC does include Charter Schools in the NC 457 plan. Here is the NC reference. Ask your plan administrator if the your 457 is a governmental plan.
