It just means not all state or IRS forms are ready to file at this time. If you signed up for email notification, you will receive an email when the form becomes available.
If you received an email that your form is now ready, log back into your account to file your return under the File tab. If you have trouble opening your account, try this:
Note: State tax returns (even if forms are ready) are not accepted until after your Federal return is accepted.
Turbo tax is saying that the IRS hasn’t finalized the Schedule E what that means? According to Intuit site this schedule is available...when I will be ready to file?

Have you updated your software to the latest release? Click on Online at the top of the desktop program screen. Click on Check for Updates.
