Hi, I need to refile a 2021 tax year and IRS says to use my 2023 IP PIN for previous years' refilings. However, IRS won't accept it when uploading online. Am I missing anything? How to find my 2021 IP PIN (filed by TurboTax)?

@MrLargent thank you for the question. So as you wrote the following governs this situation:
A new IP PIN is created each year and is only for your tax returns. Logging back into the Get an IP PIN tool will show your current IP PIN only. The annual IP Pin must be used when filing personal federal tax return(s) during the year, including prior-year tax returns and amended returns filed.
If you cannot get the return to be accepted by the IRS you will need to paper file.
To answer your question, in Turbo Tax go to Tax Returns and Documents, then choose 2020, then Start an Amend in Turbo Tax Online. Once you open it go to Other Tax Situations. You can find the IP Pin you used to file your 2020 taxes, which would have been the 2021 IP Pin.
