International charity on Charitable Organization Worksheet

Why does the Charitable Organization Worksheet assume all charities are in the USA?

I keep getting asked to enter a State, when the charity is a different country without states.

Contributions to foreign organizations are not deductible, except for certain specific organizations in Canada, Mexico, or Israel, and only if you have income from that country.

That is true in most cases but my donation is going to a 501(c)(3) approved organization. I just need to find an appropriate address in the US.
