How do I request an installment plan for the amount I owe on my taxes?  Do I do this before I file the return or as I am filing it?

Thank you for that answer.  I've read the instructions but do I file the return first and then reply so I will know the amount?

 If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

To apply for a payment plan with the IRS

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

For the IRS, select "I'll mail a check", but don't actually do that.

you have to go to IRS.gov via ID.me to request a payment plan.

Mail a check now for as much as you can afford, to reduce the amount you will have to finance with ongoing interest.
