Are you in Windows S mode? You need to switch out of S mode. See this Windows FAQ. The second item is how to switch out.
I determined that my Windows 11 is not the S version, although it acts like it. I was blocked from non App Store software (such as TurboTax). The fix is: Settings > Apps > Advanced App Settings > Choose Where To Get Apps > Select: Anywhere .......
It was set to "MS Store Only". So simple, but it took some time to figure it out. The TurboTax support person told me that I needed to run Chrome. Not true. I selected "Anywhere ..." and TurboTax opened up & ran great on Edge.
