You'll need to print your return and file it by mail if you want to claim the child for the Child Tax Credit.
According to the IRS' e-file Business Rule IND-116, one or more of your claimed dependents doesn't meet the eligibility requirements for you to claim the Child Tax Credit for them.
If the child was actually under age 17 for the whole of 2023, and the credit is being rejected, the IRS must have incorrect information related to the child's age. You can continue to try and e-file, but the return will continue to be rejected.
If you believe this rejection is invalid, contact the IRS at 1-800-829-1040. They can advise you what to include with your mailed return. Most likely, you'll need a certified birth certificate for the child. Include a letter explaining why you're enclosing the birth certificate.
