One of my 1099-R has shows an income of just .01 cents from a roth conversion I did last year. Turbotax must be seeing as a "0" because it keeps saying "needs review." Should I just delete the 1099-R form and submit my taxes without it?

You should not delete the 1099-R form, as IRS expects it to be reported on your tax return. You can remove the 0.01 from box 2a.
