The company I work for offers 3 weeks paid parental leave for fathers. The leave is identified in my pay stub as "Parental Leave" but they do not provide a separate 1099. Is my pay stub sufficient evidence for the state of CA?

In your case, the parental leave was paid within your paychecks and reported on your W-2. There will be no separate 1099. Evidence that you received parental leave pay is on your pay stubs.
