In 2018 I did not have a job and made $0, so I don’t need to file for taxes. Is there someone I need to inform(IRS maybe) that I won’t be filing so I don’t get arrested?

No you do not have to inform the IRS that you will not be filing and you will not be arrested. If you had no income in 2018 then you do not have to file an income tax return.
